Implementation of the Generic Regional Health Information System at Public Health Center of Rambah Rokan Hulu Regency in 2020

The Online Regional Health Information System is an e-sp2tp system that is accessed online and is a sub-system of the National Health Information System (SIKNAS) developed by the Health Office based on Government Regulation No.46 of 2014 concerning Health Information Systems. The implementation of SIKDA Online has not been running effectively, this is based on the fact that of the 24 puskesmas, only 9 have carried out complete data entry. Qualitative research using in-depth interviews and observation methods with informants the Secretary of the Health Office, the Head of the Program, the person in charge of SIK, the head of the Puskesmas and the application operator. The focus of this research is regarding all policies taken regarding the implementation of SIKDA Online such as basic policies, planning processes, hardware, software, databases, telecommunications, human beings, standard operating procedures and monitoring and evaluation. The results showed that at the level of implementers at the health center still do not understand what SIKNAS and SIKDA are, improper planning processes, non-functioning hardware, lack of adequate internet networks, missing standard operating procedures, ineffective and ineffective monitoring and evaluation there are maintenance personnel who are owned by the Health Office. The author suggests improving training patterns and completing infrastructure equipment, making SOPs, improving the quality and quantity of monitoring and evaluation and having maintenance personnel.
